Mobile Alien Registration Card Usage Policy (March 21, 2025)<\/p>\n
1. Title: \u201cFinancial Transactions Using the Mobile Alien Registration Card\u201d
\n2. Overview:
\n\u2013 The Ministry of Justice, the Ministry of the Interior and Safety, and the Financial Services Commission are introducing a mobile alien registration card to improve the convenience of financial transactions for registered foreigners.
\n\u2013 Starting March 21, 2025, you can use your mobile alien registration card to open bank accounts and conduct financial transactions.<\/p>\n
3. Major changes:
\n\u2013 Mobile alien registration cards will be issued starting January 10, 2025.
\n\u2013 Registered foreigners (14 years of age or older) can obtain a mobile alien registration card using a smartphone.
\n\u2013 Banking services: Face-to-face and remote banking services available at Shinhan, Hana, I\u2019m Bank, Busan, Jeonbuk, and Jeju Banks.<\/p>\n
4. Issuance of mobile alien registration card:
\n\u2013 After installing the \u201cRepublic of Korea Mobile ID\u201d app, issue your alien registration card by tapping it on your smartphone or taking a picture of the QR code.
\n\u2013 Identity verification is possible through the electronic chip (IC) of the alien registration card.<\/p>\n
5. Legal Basis:
\nAmendment to the Immigration Control Act (Act No. 19435, June 13, 2023, effective December 14, 2023)
\n\u2013 Establishment of the basis for issuing and using mobile alien registration cards.<\/p>\n
6. Related organizations and work procedures:
\n- Establishing a work system in cooperation with the Ministry of the Interior and Safety, the Financial Supervisory Service, and the Financial Security Institute.
\n\u2013 Collaborate with banks to improve real-name verification systems and conduct security checks.<\/p>\n
7. Expected Effects:
\n\u2013 Facilitating financial transactions for long-term foreign residents.
\n\u2013 Face-to-face and remote financial transactions for registered foreigners have become easier.<\/p>\n
8. Future plans:
