    The Ministry of Justice announced on December 19, 2024, that approximately 18,000 illegal immigrants were deported through the second joint government crackdown. The operation resulted in the forced deportation of 7,419 individuals, voluntary departure of 11,107 individuals, and the apprehension of 1,692 illegal employers. The Ministry of Justice plans to continue implementing policies to establish order and reduce illegal stays in Korea.

    ]]>     법무부는 2월 20일 ‘2025년 지역특화형 비자 운영계획’을 발표하며, 인구감소지역 및 인구감소관심지역에서 체류 중인 외국인 숙련기능인력의 비자 전환 제도를 신설했다고 밝혔다.

    이번 제도에 따르면, 기존의 E‑7‑4R 비자 소지자가 해당 지역에서 3년 이상 체류할 경우, “지역특화 우수인재(F‑2‑R)” 체류 자격으로 전환할 수 있다. 이에 따라 동반가족 역시 인구감소지역 내에서 단순노무 분야 취업활동이 가능해진다.

    또한, 기존에 지역특화형 비자 대상에서 제외됐던 비전문취업(E‑9) 및 선원취업(E‑10) 체류자격 외국인도 2년 이상 체류하고, 기존 E‑7‑4 점수제 요건을 갖추면 지역특화 숙련기능인력으로 전환할 수 있게 되어, 더 많은 외국인 우수인재의 지역 정착이 기대된다.

    법무부는 이번 제도 개선을 위해 광역지자체에 대한 가점을 상향하고, 기존 89개 지역에 인구감소관심지역 18개를 추가하여 총 107개 지역으로 지정 대상을 확대한다고 설명했다. 또한, 한국어 능력 기준을 4단계로 상향하고, 인구감소지역 내 모든 업체에 자유로운 취업을 허용하며, 외국인 고용 인원 제한을 최대 50명으로 확대하는 등 여러 개선 방안을 도입했다.

    김석우 법무부장관 직무대행은 “이번 지역특화형 비자 운영이 인구감소지역에 인구 유입과 지역경제 활성화를 가져올 것으로 기대한다”며, “지방자치단체가 각 지역 특성에 맞는 외국인 유치 정책을 수립할 수 있도록 지원할 계획”이라고 밝혔다.

    이번 전환제도 신설은 지방경제 활성화 및 지역 경쟁력 강화를 위한 정부의 노력의 일환으로, 앞으로 인구 감소 및 지역 정체 해소에 긍정적인 영향을 미칠 것으로 기대된다.
